The Byzantine emperor Justinian I attempted to restore the former greatness of the Roman Empire. He began campaigns to reconquer lands from Germanic invaders and embarked on a grand-scale building programme. His codification—compiling in written form—of Roman law forms the basis of the civil law of many countries today.
